Italy has blocked ChatGPT. Could the US be next?

The decision to temporarily block chatGPT in Italy, urging openAI to limit the processing of Italian user data, was taken following a data breach in March that exposed Italian ChatGPT user conversations, and other sensitive information.

Generative AI models  , as Chat GPT of OpenAI, they collect data to further refine and train their models. Italy sees this data collection as a potential violation of user privacy and, as a result, has banned ChatGPT in the country. 

On Friday, the Guarantor for the protection of personal data released a communique which imposes an immediate temporary limitation on the processing of data of Italian users by OpenAI. 

Reasons for the decision

The two main concerns the ban is seeking to address are the unauthorized collection of user data and the lack of age verification, which exposes children to responses that are "utterly inappropriate for their age and awareness," according to the release. . 

In terms of data collection, the authorities say that OpenAI has not been legally allowed to collect user data. 

“There does not seem to be any legal basis behind the massive collection and processing of personal data in order to 'train' the algorithms on which the platform is based,” the Personal Data Protection Authority said in the release. 

OpenAI's designated representative in the European Economic Area has 20 days to comply with the order, otherwise the AI ​​research company could face a fine of up to €20 million or 4% of total worldwide annual turnover.

The decision was made following a data breach occurred on March 20th , which exposed ChatGPT user conversations and payment information from subscribers.

This breach highlighted the potential risks of using AI tools that are still under research but are still available for public use. 

In the United States ?

Tech leaders in the US have already started calling for a temporary ban on further AI development.

Earlier this week, Tesla CEO Elon Musk, Apple co-founder Steve Wozniak, and Stability AI CEO Emad Mostaque were among the technology leaders who signed a petition. The document called on AI labs to halt, for at least six months, training AI systems more powerful than GPT-4. 

Like the Italy ban, the break urged by the petition is meant to protect society from the "profound risks to society and humanity" that artificial intelligence systems with human-competitive intelligence can cause.
