    Digital Europe 2021-2027

    The digital transition is key to ensuring Europe's future prosperity. As part of the next long-term EU budget, the Multiannual Financial Framework, the Commission proposed the program DigitalEurope, the EU program to accelerate recovery and lead the digital transformation of Europe. In particular, it aims to develop the EU's strategic digital capacities and facilitate the widespread use of digital technologies, which will be used by European citizens, businesses and public administrations.

    For 2021-2027 period the program provides 5 priority areas, with specific objectives and methods of implementation:

    1 - High performance computing (HPC - High Performance Computing)

    • implement, manage and maintain trans-European interoperable digital service infrastructures (and related services), in complementarity with national and regional actions;
    • facilitate the development, updating and use of solutions and frameworks by European public administrations, businesses and citizens, including the reuse of solutions and frameworks for interoperability;
    • allow public administrations to access pilot and test activities of digital technologies, including their use across borders;
    • support the uptake by the Union industry and in particular by SMEs of advanced digital and related technologies, including. In particular, high-performance computing, artificial intelligence, cybersecurity and future emerging technologies;
    • support the design, testing, application and implementation of interoperable digital solutions for EU-wide public services delivered through a data-driven reuse solutions platform. Promote innovation and establish common frameworks to realize the full potential of public administration services for European citizens and businesses;
    • ensure at Union level the continued ability to observe, analyze and adapt to rapidly changing digital trends, as well as share and integrate best practices;
    • support collaboration in building a European ecosystem for trusted infrastructures using distributed ledger services and applications, including support for interoperability and standardization and the promotion of the implementation of EU cross-border applications;
    • create and strengthen the network of poles of digital innovation.
    Digital Innovation Hubs - Digital innovation hubs

    An initial network of poles of digital innovation. For the purposes of establishing the network, each Member State designates the candidates by means of an open and competitive procedure. The Commission adopts a decision on the selection of subjects that make up the initial network. These entities are selected by the Commission from among the candidate entities designated by the Member States on the basis of additional criteria.

    Digital innovation hubs can receive funding in the form of grants. The digital innovation poles that receive funding participate in the implementation of the program to:

    • provide digital transformation services (including testing and experimentation facilities) aimed at SMEs and mid-cap companies. Even in sectors where the adoption of digital and related technologies is slow;
    • transferring skills and know-how between regions, in particular by networking SMEs and mid-cap companies established in one region with digital innovation poles established in other regions that are able to best provide the required services;
    • provide thematic services - including those related to artificial intelligence, high-performance computing and cybersecurity and trust - to administrations, public sector organizations, SMEs and mid-cap companies. Individual digital innovation poles may specialize in specific thematic services and are not required to provide all the thematic services mentioned in this paragraph;
    • provide financial support to third parties under specific objective 4 - Advanced digital skills.
